Role: Human Resources Analyst at MassHousing (masshousing.com) in Boston

General Summary
The Human Resources Analyst is responsible for designing, developing, implementing and managing automated processes, analytical tools and information systems for process, productivity and efficiency improvements (e.g., improving technology and streamlining or developing methodologies). This may include developing and delivering training to Agency members in utilizing new systems and programs, developing, modifying and preparing reports, and evaluating the effectiveness of implemented systems, applications and software products. The Human Resources Analyst may perform analysis and trend studies on projects, programs, procedures, and applications, as well as present the results of the findings in written and verbal form. This individual also may manage special projects and produce specialized reports, including preparing, coordinating, and monitoring project plans, researching policy topics and financial strategies, and ensuring compliance of policies and procedures including all applicable federal and state regulations. The Human Resources Analyst will assist the Senior HR Specialist in administering the Agency’s comprehensive pre-tax and post-tax employee benefit program including group medical, dental, life, disability, workers’ compensation, deferred compensation, flex spending, qualified transportation, and FMLA and non-FMLA leave.

Qualifications
• College degree preferably in business or public administration, human resources management or computer science.
• Three to Five Years of increasing responsibility in software support, automated financial systems analysis/design/ implementation and report writing, business applications and project management experience.
• Three to Five years of increasingly responsible experience in the administration of benefits plans such as health, life, disability and retirement plans.
• Excellent communication, interpersonal, organizational, writing, verbal and analytical skills.
• Demonstrated ability to work independently and mange multi-task functions.

• Ability to conduct independent research requiring sound judgment.
• Knowledge of Federal and State regulations as they pertain to the administration of benefits programs including The Employee Retirement Income Security Act (ERISA), the Health Insurance Portability and Accountability Act (HIPAA), the Consolidated Omnibus Budget Reconciliation Act (COBRA), the Family and Medical Leave Act (FMLA), The Americans with Disabilities Act (ADA) and the Massachusetts Health Care Reform Act (HCRA).
